Director and Head, Legal Unit, Centre for Policy Alternatives
Rohan Edrisinha is a founder, Director and Head of the Legal Unit, Centre for Policy Alternatives, an independent Colombo-based public policy institute engaged in research and advocacy on conflict resolution, constitutional and law reform, human rights and governance related issues. He has taught Constitutional Law at the Faculty of Law, University of Colombo since 1986 and at the Faculty of Law, University of the Witwatersrand in 1995. In 2004, he was a Visiting Fellow at the Centre for the Study of World Regions, Harvard University. Edrisinha's current research is focused on federal solutions to the Sri Lankan ethnic conflict. He was an unofficial advisor to the Minister of Constitutional Affairs, the chief government negotiator, in peace talks between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam in 2003-2004.

David R. Cameron is a leading authority on federalism as a constitutional mechanism for resolving ethnic conflict and preserving national unity, and has advised the governments of Russia, Estonia, India, and Canada, as well as various sub-national governments, on federalism and constitutional reform. In 2002, Prof. Cameron was a participant in four of the six rounds of the Sri Lankan peace talks, offering his technical knowledge and familiarity with various experiments with federalism as a possible model for resolving Sri Lanka's conflict. His major publications include "Nationalism, Self-Determination and the Quebec Question", "The Social Thought of Rousseau and Burke: A Comparative Study", "Taking Stock: Canadian Studies in the 90's (ed.)", "The Referendum Papers: Essays on Secession and National Unity", "Cycling into Saigon: The Conservative Transition in Ontario" (with Graham White), "Disability and Federalism: Comparing Different Approaches to Full Participation" (ed. with Fraser Valentine).
